Lord Kimberley in January 1881, for the guidance of the Superintendent of the Civil Hospital might properly be now reconsidered. Experience both in Mauritius and Hongkong leads me to entertain a very decided opinion that the Head of the Medical Department ought to have more control and responsibility over the Civil Hospital than he has been allowed to have here. In Mauritius two Medical men, who had duties to perform at the Civil Hospital, devoted the greater part of their time to private practice to the neglect of the patients in the Hospital, and it was only through the energetic measures taken by Dr Reid, Chief Medical Officer, who paid surprise visits to the Hospital at all hours of the night and day that things were put on a more satisfactory footing.
